Rep. Jim Joy introduces House File 5 targeting tax relief and changes in transportation funding

Minnesota State Representative Jim Joy has provided an update on legislative activity as the session moves forward with House Republicans in the majority for the first time since 2018. In his message, Joy emphasized efforts focused on tax relief, public safety, and infrastructure improvements.

Joy introduced House File 5, which aims to change several aspects of Minnesota’s tax and transportation policies. "This bill is a direct response to the growing need for tax relief and smarter transportation funding, and I’m proud to champion it," he said.

The proposed legislation includes removing state income taxes from Social Security benefits. "For too long, Minnesota seniors have had to pay taxes on their Social Security benefits. That’s just not right. H.F. 5 removes all Social Security benefits from the state income tax, providing a much-needed financial break to those who’ve worked hard their entire lives. It’s about time we ensure our seniors can enjoy their retirement without that added financial burden," Joy stated.

House File 5 also addresses automatic increases in motor fuel taxes and seeks to repeal the retail delivery fee. According to Joy: "We’re putting an end to automatic, indexed increases in the motor fuels tax. No more surprise hikes at the pump. The bill also repeals the retail delivery fee, giving consumers a break while ensuring we can still fund necessary transportation improvements."

Another element of the bill would change how transportation funds are allocated throughout Minnesota by redistributing revenue from motor vehicle rental taxes and adjusting regional sales tax distribution for transportation needs.

Joy has asked the Department of Public Safety to review the impact of vehicle registration taxes on taxpayers and compare them with neighboring states’ policies. "It’s time we make decisions based on data that reflect the real needs of our citizens, not just numbers on a spreadsheet," he said.

In addition to legislative work, Joy highlighted recent meetings with local officials and community members. He welcomed Becker County Sheriff Todd Glander during Sheriff’s Day at the Capitol, expressing appreciation for law enforcement: "Our sheriffs play an essential role in keeping our communities safe...Public safety remains a top priority, and I look forward to continuing to support policies that ensure our law enforcement officers have the tools and resources they need to do their jobs effectively."

He also met with families participating in Homeschool Day on the Hill and thanked Mayor Shelly Carlson of Moorhead for discussing city priorities related to infrastructure and economic development.
